Job description

  1. Objective and Purpose of the Assignment

The Government of Mongolia has received financing from the Asian Development Bank (ADB), Green Climate Fund (GCF) and High-Level Technology Fund (HLT) toward the cost of the Ulaanbaatar Green Affordable Housing and Resilient Urban Renewal Project (AHURP). The objective of the project is to transform the highly climate-vulnerable and heavily polluting peri-urban areas of Ulaanbaatar (ger areas) into low-carbon, climate resilient and affordable eco-districts. The Municipality of Ulaanbaatar (MUB) will act as Executing Agency, with responsibility for implementation supported by one Project Management Office (PMO) and one Project Implementation Unit (PIU). The “DBM asset management SC” LLC (DBM-AMC) will serve as PIU and will be responsible for the establishment and management of the Eco-district and Affordable Housing Fund (EDAF) and the implementation of the FIL component of the project.

  1. Scope of work

Provide support to coordinator and deputy coordinator in carrying out daily operational tasks of the PIU, develop documents and reports required by project agreements and PAM under the supervision of the Head of Fund Development Unit (FDU) and ensure that procedures for the establishment of the EDAF are conducted in accordance with the policies and procedures of the Government of Mongolia (GOM) and ADB. The Specialist will report to the head of FDU, and if applicable, MUB, Ministry of Finance (MOF) and ADB. Required inputs are 54 person-months on a full-time basis and the contract will established on a yearly basis.

  1. Detailed Tasks and/or Expected Output

The Financial Specialist will report to the head of FDU and perform following duties, but not limited to these only:

  • Provide support in the development of EDAF documents and materials;
  • Provide support in the establishment and management of the EDAF;
  • Have responsibility for compiling and preparing the program financial progress reports as required by ADB;
  • Assist the financial experts prepare the first annual work plan and budget;
  • Provide support to head of FDU, asset manager and team leaders of the consulting teams in developing the work plan and budget for the subsequent program’s years;
  • Assist in the periodical review of the program work plan and budget as needed;
  • Assist the program director in updating of detailed cash flow projections;
  • Provide support in preparing the quarterly and annual financial reports throughout the program;
  • Other duties assigned by the Project coordinator;
  • Provide support in setting up of proper financial management system and application of budgeting, book keeping, financial planning and reporting;
  • Assist in ensuring that the project’s Financial management action plan is implemented and updated as needed based on the project’s implementation progress;
  • Provide support to CPA in preparing withdrawal applications, statement of expenditure and supporting documents in accordance with ADB disbursement guidelines and the government procedures;
  • Provide support in preparing periodic financial statements and reports for internal and external audits, and take prompt remedial actions in respect to irregularities detected by the Auditor;
  • Ensure that all documents, information, and supporting materials are kept in safe custody and are readily made available to the ADB and the auditors;
  • Ensure compliance with the financial covenants of the project;
  • Provide any other fund development related support not mentioned above, but related to the project, as assigned by the PIU coordinator;
  1. Output/deliverables
  • Inception report including an implementation plan;
  • Periodic (monthly, quarterly, yearly) financial reports, financial and disbursement plans and other necessary financial management documents;

Job requirements

  1. Required Qualifications, Skills, Expertise and Experience

Minimum of Bachelor’s degree in economics, finance, public finance management or related fields;

  • 4 years of practical experience in project assessment, management, planning and financial management;
  • Preferred demonstrative work experience in project financial management;
  • A solid understanding of project implementation policies and procedures adhered by the Government and ADB;
  • Excellent communication, interpersonal and team work skills; and
  • Strong oral and written Mongolian and English proficiency;
